Tivoli is a small census-designated place and unincorporated community in Refugio County, Texas, on the Texas Coastal Bend. The community lies along State Highway 35, roughly midway between Rockport to the south and Port Lavaca to the northeast, in the low coastal plain where the Guadalupe River reaches San Antonio Bay. Tivoli takes its name from the town of Tivoli in Italy's Lazio region. The community developed as an agricultural and railroad-era settlement and has long drawn its economy from ranching, oil and gas, and tourism. Ranching families and a scattering of commercial and energy activity have sustained the community across generations. Hurricanes struck Tivoli in 1919 and 1942, but the town's shallow bay setting, high bluffs, and small population helped it endure. The population has remained modest, recorded at about 419 in the 2020 census. Tivoli's setting is its defining asset. The community sits near the mouth of the Guadalupe River and the edge of the Aransas National Wildlife Refuge, a 115,000-acre expanse of coastal marsh, prairie, and oak woodland established for migratory waterfowl and best known as the winter home of the endangered whooping crane. The surrounding delta supports the Guadalupe Delta Wildlife Management Area and a network of wetlands prized for fishing, hunting, and birding. The refuge's whooping crane population is among the most celebrated wildlife spectacles on the Texas coast. Public education is provided by the Austwell-Tivoli Independent School District, a small 1A district headquartered in Tivoli that serves the community and nearby Austwell. Life here is quiet and coastal, oriented to the water, the wildlife, and the ranching country that surrounds it. Tivoli suits people seeking an unpolished, low-density Coastal Bend setting, and its position on State Highway 35 keeps Rockport, Port Lavaca, and Victoria within a practical drive for services and employment. The community has never grown large, and that smallness is part of its appeal.
